Residential and Mixed-Use Building in the New Hill East District Waterfront Neighborhood

The Ethel, along with the completed Park Kennedy building by GTM, are the first new buildings designed in the Hill East District. They are located immediately adjacent to the Stadium-Armory Metro, and together the two buildings are the catalyst to future development in the district. Park Kennedy was completed in 2021 and The Ethel began construction in 2021.

To complement the established neighborhood, the street facing facades have been designed with similar detailing to traditional school buildings from the early 1900’s. The building is a concrete structure with five stories above grade and one level of parking below grade. The Ethel will be used exclusively for the District of Columbia Permanent Supportive Housing Program (PSHP), which provides housing and workforce training opportunities to aid individuals transitioning from homelessness to permanent housing. In addition, there is 11,000 sf of retail, along with outdoor seating, and a striking metro plaza with tiered lawn to create gathering spaces for the neighborhood.

The building amenities are plentiful and include a multi-purpose communal lounge, a flexible business office for both individual use and classroom use, training kitchen with multiple stations for cooking classes, clothing boutique, hair and makeup salon, bike room, modern gym and landscaped courtyard.

GTM has provided full architectural and interior design services, as well as project management and coordination of the design team consultants. The project will be LEED Silver certified through the LEED for Homes Mid-rise program.
